Should banks and lenders be forced to negotiate new loan terms with homeowners who are upside down in their homes and are facing foreclosure?

■ Santa Clara Valley Water District. They have an enormous budget and seem to find ways to waste money.

■ The Water District. The rates keep going up, up, up for no good reason.

■ VTA! This was a tough one! So many good choices. n Well, the water district is screwed up and so is the city.

■ That's a close race. I would have to say GUSD. We have never felt that our children would receive a SAFE and quality education from our local public schools.

■ WOW - this is a hard one - I'll go with GUSD.

■ Hands down, without a doubt, no wavering ... THE WATER DISTRICT!!!
