Palo Alto police are searching for the Gilroy man they believe is responsible for a shooting that occurred 1:45 a.m. on Sunday morning outside the Palo Alto City Hall parking garage.
At a Wednesday press conference, city officials asked residents to look out for 22-year-old Otto Emil Koloto, also known as Otto Mil Huhane. He is suspected of shooting and killing 27-year-old South San Francisco resident, Phillip Lacy, who died Monday.
Palo Alto police searched three homes in South Gilroy looking for Koloto, Sunday afternoon. Several of Koloto's acquaintances were detained but no arrests were made. Police are still looking for the wanted man and the city has offered a $10,000 reward for anyone providing information leading to the arrest and conviction of the person responsible for the fatal shooting.
Koloto is described as a 5 feet 6 inch Pacific Islander weighing roughly 150 pounds, with black hair and brown eyes.
