Managers set to re-group

The awakened managers' union will determine when to hold its first formal bargaining session with the city council after it better organizes itself, according to its recently elected president, David Chulick.

The city's chief information technology director said the Gilroy Managers' Association will clarify its objectives, elect another position and modify its bylaws dating back to the early 1980s throughout the next six weeks.

During the campaign last year, Councilmembers Craig Gartman, Cat Tucker, Bob Dillon and Perry Woodward protested salary increases for high-ranking employees and lambasted the so-called "best of the best" program that calls for top city employees to earn 15 percent more than those they supervise and 10 percent more than comparable positions in nearby cities.

The Gilroy Management Association includes 35 employees who each earn an average if $105,000 a year and who range from the city's budget analyst to its planning division manager.

Chulick said the bargaining bloc is necessary because the department heads who received best-of-the-best pay bumps last April are not in the GMA, and neither are any of the city's 10 highest paid employees.

Only nine of the 35 GMA members received pay hikes on top of their cost of living adjustments last year, Chulick added.
